Right-of-way (ROW) Valuation

Under the U.S. Constitution, property owners are entitled to just compensation when private property is acquired for public use. Right-of-way (ROW) projects often present unique challenges for appraisers as they involve a wide range of variables that can differ substantially from one project to the next. Accurate and defensible valuations require a thorough understanding of both appraisal methodology and legal considerations to ensure fair compensation for the property owner.

ROW appraisals are typically based upon a “before and after” methodology. This involves determining the market value of the property prior to the easement and then a second value of the property after implementation of the easement. The “after” value accounts for the land acquired, any improvements impacted, potential damages to the remainder, and in some cases, any measurable benefits. The difference between the two values represents the just compensation owed.

His background includes valuations related to national park expansions, highway and interstate development, municipal improvements on federally owned land, floodway redesignations, utility corridors, and protected area expansions.
